Position Summary
We are seeking a Senior Acquisition Specialist/Management Analyst to support the development of program acquisition documentation such as APs, Acquisition Strategy Reports (ASR), Procurement Initiation Document (PID), Statement of Work (SOW), funding documents, CDRLs, and APB agreements. Assess program procedures, practices, philosophies, and documentation for compliance with specifications, contracts, and mission requirements. Attends, participates, supports, analyzes, provides input, develops, prepares and reports on briefs, point papers, reports, correspondence, meetings, conferences, and review boards.
Responsibilities
- Oversee Acquisition efforts for all IPT Project Teams with PID generation and other acquisition duties including SOWs/SOOs, CDRLs, Streamlines Acquisition Plans (STRAPs), Acquisition Strategy Briefs, Justification & Approvals (J&As), PMT/CDRL Tool guidance, etc.
- Advise IPTLs on Acquisition Regulations, Thresholds, and PMA-280 Acquisition Processes/Procedures
- Conduct and support Procurement Planning Conferences, Acquisition Strategy Briefs, Data Requirements Review Boards (DRRB), Contract Status Meetings, Program Management Meetings, etc.
- Regular cadence of execution status with DASN A/G and APEO for Acquisition together.
- Ensuring a team of professionals are implementing acquisition best practices.
- DoD 5000.02 and SECNAV 5000.2 compliance for adaptive acquisition programs.
- Program designation requests
- Acquisition strategy development
- Information documentation requirements tracking
- Tailoring plan development
- Navy Gate review readiness
- Ensure accurate, timely, transparent reporting of official acquisition program status per Congressional Mandate, OSD and USN policy, PEO policy, and PM guidance.
- Navy Gates and or decision briefs
- Ad-hoc status briefs outside PEO
- Yearly selected acquisition reporting via DAVE
- Quarterly acquisition reporting via RDAIS
- Yearly and bi-annual program management reviews with PEO
- Monthly or on-demand program management reviews with PM
- AMS PMT access controls, business rules / Best Practices for accurate planning, development, and management through contract award.
- Chair procurement planning conferences for process compliance
- Ensure acquisition plans align with program acquisition strategy
- Lead (or attend) procurement status reviews on a regular cadence using PMT visualizations, focusing on those deemed higher risk and/or higher priority
- AcqMat access controls, business rules / best practices for the PMA for accurate storage and management of data related to program efforts for data analytics.
- Perform data analysis seeking reportable trends, risks, and opportunity
- Maintain configuration control of acquisition documentation ready for PM review and or signature.
- Route and track progression of acquisition documentation to be signed by PM through its final approval. Maintain library of these approved documents.
- Ensure compliant contractor performance information (FAR Part 42.15).
- Act in an advisory role for acquisition management.
Required Education
- Bachelor’s degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree.
OR
- Associate’s degree plus four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree.
OR
- Minimum of six (6) years’ work experience performing duties described in the functional description of the labor category may be substituted for a master’s degree.
Required Experience
- At least 10 years of experience performing the duties described in the job description
- Experience in a Naval Air Systems Command (NAVAIR) Program Management Air (PMA) office.
- Acquisition experience must be specifically tailored to Navy weapon systems working within a Navy acquisition command.
Must work onsite 100% of the time at NAVAIR, located Lexington Park, Maryland.
Must possess a Secret security clearance. Due to the sensitivity of customer related requirements, U.S. Citizenship is required.
Starting salary range between $110,000 - $180,000 annually.
