Position Summary
Vice President Business Development Federal Contracts at Pearl Interactive Network is a key leadership position responsible for driving sales and business growth within the Federal sector. The successful candidate will be a strategic thinker with a proven track record of driving growth and closing profitable contracts within the Federal sector. This individual will demonstrate exceptional attention to detail, a high level of technological proficiency, and the ability to adapt quickly to changing market dynamics.

Essential Duties and Responsibilities
- Develop and execute a comprehensive business development strategy to drive growth and achieve revenue targets within the Federal market segment.
- Conduct market research, identify and pursue new business opportunities, leveraging existing relationships and actively cultivating new partnerships with government agencies and prime contractors.
- Lead the Federal sales team, providing guidance, support, and mentorship to drive performance and ensure alignment with company goals.
- Establish and maintain strong relationships with key stakeholders, including government officials, industry partners, and internal teams, to support business objectives.
- Support the development of compelling proposals and presentations that effectively communicate Pearl's value proposition and differentiate us in the marketplace.
- Monitor market trends, competitor activity, and regulatory changes to identify opportunities and mitigate risks.
- Drive continuous improvement initiatives to optimize business development processes and enhance efficiency and effectiveness.
- Provide regular updates and reporting on sales activities, pipeline development, and performance metrics to senior leadership.
Ancillary Duties
- Ensure accurate representation of Pearl's interests in bids on Deltek GovWin.
- Stay updated on industry trends via platforms like G2Xchange.
- Maintain Salesforce records for sales opportunities.
- Evaluate opportunities from Deltek GovWin and GSA, leading Go/No-Go assessments.
- Develop bid strategies, including win themes and value propositions.
- Lead negotiations for teaming agreements.
- Overview proposal strategies, win themes, value propositions and selected past performance.
Education And/or Work Experience Requirements
- Bachelor’s degree in business administration, marketing, or related field; MBA preferred.
- 15+ years of demonstrated track record in Business Development, with a proven track record of success in selling to Federal government clients and agencies.
- Extensive knowledge of the Federal contracting landscape, including procurement processes, regulations, and compliance requirements.
- Experience with commercial and government systems that support the Federal capture process, e.g., Deltek GovWin, FedBizOpps (FBO), Federal Procurement Data System (FPDS), and the System for Award Management (SAM).

- Experience with capture and proposal management in business development, particularly within the federal sector (e.g. Shipley)
- Tech-savvy with proficiency in CRM systems, sales automation tools, and Microsoft Office suite.
- Ability to travel as needed to meet with clients and attend industry events.
